Below is an interview with Manushi Bhattarai.  She is part of the Maoist Ticket that swept the student elections at Tribhuvan University — Nepal’s largest.  She discusses the revolution, recent political developments, the international situation, and the role of youth.

The elections took place in March 2009.  At the Kirtipur Campus of Tribhuvan University (Nepal’s foremost), the Maoist-affiliated All Nepal National Independent Students´ Union-Revolutionary (ANNISU-R) won the presidency of the student union, and 13 of 15 members of the student council.  Manushi had the highest vote of all the winning candidates.

Manushi Yami Bhattarai is also the daughter of Baburam Bhattarai and Hisila Yami (“Comrade Parvati”), leading figures of the Unified Communist Party of Nepal (Maoist).

Ben Peterson: Thanks a lot for meeting with me.  The All Nepal National Independent StudentUunion (Revolutionary) (ANNISU(R)) won the student elections at Tribhuvan University.  What did the campaign involve, and what are some of your policies as a revolutionary student union?

Manushi Bhattarai: The student union elections were a very historically important process for our organization and for the Maoist party.

There have been student elections for many years, but for some time the revolutionary student movement has not been able or allowed to participate.  We were banned.  Also we did not look at these elections simply from the point of view as elections to the student representative bodies but as part of the whole ongoing political process in Nepal.

So in those terms, we had a real breakthrough.  We were not contesting for the offices as such, but linking the student struggles to the political process.  While we were campaigning we always had this in mind.  We campaigned around the issues on this campaign, but also around the entire education system across the country.  And in these terms it all came back to the political issues that our party has been addressing for many years now.

That was how we campaigned, and I think we were successful in spreading our message to the other students.  We were coming back into open student politics after a long time.  We were new faces, with a new agenda.

People knew about our commitment and the gains our party has been able to make during the People’s War.  People can actually see the gains. We are the Republic of Nepal.

A Fraud of Himalayan dimensions

The reactionary ruling classes had once again enacted their routine drama of elections to state assemblies in the months of November-December 2008. In Chattisgarh the drama was enacted in two phases—on Nov 14 and 20. The reasons given by the election commission for conducting the polls in two phases were: to muster enough forces for ensuring security to the polling personnel, transport of EVMs to and from the polling booths and to confront the “threat” from the Maoists who had issued a call for election boycott. In most of the Maoist stronghold areas in the state i.e., in 39 of the 90 Assembly constituencies, the polls were held on November 14.

The entire state, particularly the Bastar range, was turned into a war zone with rifle-wielding policemen and central forces present everywhere while helicopters made incessant rounds over the forest terrain of the state. Polling personnel were transported to the polling stations by air in most of the Maoist stronghold areas, and they, along with the EVMs, were brought back after the polling in the same way. 40 helipads were constructed for the purpose. In several places re polling was held twice and at some places, even thrice, as they did not dare to venture into some interior areas or because Maoist guerrillas took away the EVMs. Overall, the entire exercise seemed more like a war exercise than the so-called electoral exercise; it was a war of bullets than a war of the ballot. All in all, around 50,000 troops were deployed in the 39 constituencies on Nov 14. Besides the 16 CRPF Battalions, two SSB Battalions, one Mizo Battalion and one STF Battalion (20 Battalions in total) that were already engaged against the Maoist movement on a permanent basis, an additional 40 Battalions i.e., 40,000 personnel belonging to CRPF, BSF and CISF were deployed for conducting the election fraud. Needless to say, it was an election at gun-point. According to media reports 350 companies of central forces were sent this time as against 125 companies during the last Assembly elections. After a long gap of eighteen years the struggle in support of Tamil Eelam is engulfing the whole state of Tamilnadu for the last four months, particularly from January 2009 onwards. Showing the ghost of Rajiv Gandhi, the democratic right of the Tamil people to extend their solidarity to their brethren in Tamil Eelam was suppressed with an iron fist by the successive governments at the centre and in state for the last two decades. Now, as the genocidal war against the Eelam Tamils in the name of ‘war against LTTE’ in Srilanka has intensified killing and injuring thousands of people, the protests against such killings and solidarity movements for Tamil Eelam are spreading like a wild fire throughout Tamilnadu. It has become the most important political issue in the state. The stand taken by the political parties, particularly the treacherous support extended by the UPA government led by the Congress to this war; the double-dealing by the DMK, i.e. while condemning the killings of Tamils in Srilanka extending all support to the Congress; the fascist Jayalalitha who openly said that the killing of civilians is inevitable in the ‘war against terrorism’; the howling of CPI (M) that “we should not support the ‘separatist’ slogan of Tamil Eelam’ in the name of killing of Srilankan Tamils, enraged the people of Tamilnadu. All sections of the broad masses- workers, peasants, students, youths, traders, lawyers, women, dalits etc. are participating in this solidarity movement. At present the struggles are spearheaded by the students and the lawyers.

The Mass Uprising in Lalgarh

After Singur and Nanidgram, now it is the turn of Lalgarh. While the first two mass eruptions in West Bengal were over displacement of the peasants from their fertile lands which were handed over to the big comprador sharks, the Lalgarh adivasi uprising was against the high-handedness and atrocities by the police and, of course, by the social fascist goons of the ruling CPI(M). It is the first mass uprising that had erupted on such a massive scale against police atrocities in post-1947 India barring, of course, Kashmir and North East. One is reminded of the mass uprising of Manipur against atrocities by the Indian Army and the Armed Forces Special Powers Act in the wake of the rape of Manorama.

Described as the biggest adivasi rebellion ever in the state and as the second Santhal rebellion, the militant mass uprising in Lalgarh drew banner headlines for several weeks following the land-mine attack on the convoy of the West Bengal chief minister, Buddhadev Bhattacharjee, and a host of other VVIPs, including two Union Ministers, Ramvilas Paswan and Jitendra Prasad, and top industrialist, Ashok Jindal, on November 2, 2008 near Salboni in West Midnapore district. The convoy was attacked by Maoist guerrillas when it was returning from Salboni after Buddhadeb’s inauguration of a mega-steel project being set up by Jindal at a cost of over Rs. 12,000 crores and for which 4,500 acres of land was acquired by the so-called Left Front government. Three policemen, including an inspector and two constables, were suspended following the land-mine blast.

Nepal: Maoists Threaten to Resume People’s War

Maoists warn to resume people’s war
Kantipur Report

KATHMANDU, June 8 – The Unified CPN (Maoist) on Monday staged a mass movement in Banepa of Kavre district, on Monday, and warned to return to the people’s war. They staged the rally in protest against Sunday’s clashes in which its cadres were beaten up and offices were vandalised.

The rally of Maoist supporters who gathered from the nearby villages marched around the town of Banepa , 26 kilometers from the capital, and converged into a corner meeting at Chandani Chowk where the Maoist party office is situated.

Speaking at the rally, the Maoist leaders not only warned that they would return to the civil war but also said that those who dare to attack Maoists would not be spared. They claimed that the Maoist cadres have their weapons in their own house and not stored in UN-monitored cantonments.

The dark, ugly and hidden face of saffron terrorism [Hindu extremism] was revealed openly first in connection with the Malegaon bomb blasts that took a toll of 31 innocent lives and now also in the samjhauta express incident. It was more of an accident that the role of Hindutva terroism in the Malegaon bomb blasts had come to light. The revelations of the gory deeds of the saffron terrorists in connection with Malegaon and samjhauta express are onl the tip of the iceberg. A re-investigation of all the bomb blasts that had taken place in the country over the last 15 years or so would bring to light even more startling facts related to the ugly face of Hindutva forces and expose the conspiracies of the ruling classes in implicating the Muslim community.

In fact, most of the saffron-robed sadhus, sadhvins, swamis, sants, mahants, maharshis , ogis etc have been playing an overtly communal role inciting the Hindus against the religious minorities and preaching the politics of murder, revenge, and genocide particularly since the demolition of Babari Masjid in 1992. But no government had done anything to investigate into their nefarious communal games and terrorist activities let alone arrest them or ban the overtly communal-terrorist organisations in the past 15 years. Whenever a bomb blast takes place or some explosives are said to be found (most of these, anyway, are planted by intelligence agencies, police officials and saffron organisations and also the Congress) the accusing finger is always invetibaly pointed at Muslim organisations and innocent Muslims.

While Islamic organisations like SIMI are banned without any evidence, Hindu terrorist organisations such as the RSS, VHP, Bajrang Dal, Durga vahini, Hindu defence Force, Rashtriya Jagaran manch, Abhnav Bharat, Hindu Munnani, Shiv Sena, and, of course, the mother of all these Hindu fascist gangs—the BJP—are allowed a free hand to incite communal passions, riots, organise genocides as in Gujarat and bomb blasts as in Malegaon, modasa, Nanded, Kanpur etc. Even blasts in Muslim places of worship as in Mecca Masjid in Hyderabad are sought to be proved as the handiwork of Muslim orgaisations. Thousands of Muslim youth are arrested and incarcerated in jails for years without any evidence while the real terrorists in saffron robes go on inciting communal passions and set off bombs with the blessings of the Indian state. People’s Truth: Scrap the anti-reservation Reservation Bill

Scrap the anti-reservation Reservation Bill

The Rajya Sabha, during its winter session, passed the Reservation Bill in two minutes without debate. Till today Reservations are being extended every 10 years by executive order. Now they seek to institutionalize it; and while doing so they made sure to remove its teeth.

The casteist mentality and the brahmanical ideology of the Indian ruling classes is once again exposed during the last session of Parliament when an anti-dalit and anti adivasi Bill “The Scheduled Castes and Scheduled Tribes (Reservations in Posts and Services) Bill, 2008” was passed in Rajya Sabha without any discussion. The name of the Bill is quite misleading. Instead of protecting the reservations, The Scheduled Castes and Scheduled Tribes (Reservation in Posts and Services) Bill, 2008, passed by the Rajya Sabha in December 2008, restricts, cripples and wipes out, to a significant extent, the provision of reservation for the SCs and the STs. From various clauses in the Bill it becomes very clear that the objective of the Bill was not to implement reservation but to end reservation to ensure complete and legalized exclusion of Dalits and Adivasis from all spheres of development. Class struggle and caste division in Nepal are inextricably bound up to each other. Divided exclusively into the high and low castes, the former have always suppressed the latter. Terai-Madhesh is not an exception to this rule. It displays a complex caste hierarchy among Madheshis being categorized sharply into the forward (Brahmin, Rajput, Bhumiyar and Kyastha), the backward (Yadav, Teli, Baniya, Kurmi, etc.) and harijan (Dom, Dusadh, chamar, Mushar, etc). Besides, indigenous Terai populations (Rajbanshi, Gangai, Satar, Dhimal, Tharu etc.) and hill people occupy a substantial space in the territory. The harijan and indigenous are the real subalterns, repressed by both the forward and backward. The so-called high castes have also exploited the backward communities. However, the territory as a whole, has been dominated by the Khas–speaking elites who exercise a monopoly in the state machinery.

Our readers from abroad expressed their serious and positive concern when we were being unable to continue in bringing out the Maoist bulletin, which was instrumental in providing information about the ongoing political development of Nepal. Because of the serious confusion and incertitude within the party regarding the question of major tactical question concerning continuing the revolution, we were unable to disseminate the correct information about the political ups and downs going on in Nepal. In fact there were lots of materials around us. But in absence of correct and concrete orientation it was not possible to make Maoist analysis and synthesis without which bringing out a Maoist bulletin would be merely a formality and amounted to just collecting and keeping account of the events.. We thought that our responsibility would not be fulfilled just doing that..

New situation arrived after successful completion of National Convention of erstwhile CPN(Maoist) in December 2008, when major tactical line of ‘People’s Federal Democratic National Republic’ was passed unanimously and rest of the contentious issues were left for the debate in the forum and right to take the decision was bestowed on the forthcoming National Party Congress. Subsequent decisions were taken by United National Convention of the two Maoist parties, CPN(Maoist) and CPN(Unity Centre-Mashal), which gave rise to formation of Unified CPN(Maoist). Thus the political stagnation was overcome and the Convention opened up new way for carrying forward revolution. It provided enough space and we felt it necessary to continue in bringing out the Maoist bulletin, which could fulfill its responsibility in  true sense.

The National Convention of the Party held on Nov-Dec. 2008 has rekindled the hope and enthusiasm among the fraternal parties in India and world over. We must admit that ever since the party entered the phase of peace process beginning November 2005 till today, we could not maintain lively relationship and discourse with the fraternal parties. The Compulsions on the one hand to adopt complicated and circuitous tactics in a small country like Nepal situated between two giant states has given rise to numerous questions about the course of the revolution; and furthermore, lack of lively bilateral dialogue, on the other hand, had apparently created a kind of confusion among the revolutionary forces, particularly in India. The matter of grave concern to one and all is whether the Party could break the trap laid by external and internal reactionary forces and carry out the revolution further or the Party would be degenerated into parliamentary reformism and turn into a tool of U.S. imperialism and Indian expansionism. This is a manifestation of genuine concern on the part of supporters and sympathizers of Nepali revolution. We must welcome it. Read the rest of this entry »

Kantipur Report KATHMANDU, June 2 – As a preparation to encourage left parties’ polarisation, the Unified CPN (Maoist) has intensified unification procedure with the fringe leftist parties.

The Maoists has intensified official unification process with the leaders who had left the CPN (ML) some months ago.

Maoist leaders Mohan Vaidya, Dinanath Sharma and Barsa Man Pun responsibile for the unification held discussion with the CPN -ML Revolutionary (MLR) leaders at party headquarters Buddhanagar this morning.

At the meeting, the leaders decided to formally declare the unification with the MLR on June 9.

India: Two Maoist Leaders Reported Killed

TADVAI (WARANGAL DT.): Two top Maoist leaders – Patel Sudhakar Reddy alias Suryam alias Srikanth and Kanugula Venkataiah – one a Central Committee member and the other a State Committee member, were killed in an exchange of fire with the police in the early hours of Sunday on the Gaurappa hillocks near Lavvala village in the thick Tadvai forest area.

According to Superintendent of Police V. C. Sajjanar, on credible information about the increased movement of naxal groups in the forest area, special party police teams were pressed into combing operations for the past two weeks. One of the parties spotted a group of naxals camping on the top of Gaurappa hillocks near Lavvala village in Tadvai mandal in the early hours of Sunday and there was a sudden exchange of fire. Two naxals were killed and the police recovered one AK 47, one 9 mm pistol, one 8 mm rifle, three kitbags, Rs. 20,000 in cash and revolutionary party literature. The deceased were identified as Patel Sudhkar Reddy (49) alias Suryam alias Venkat Reddy, native of Kurthi Ravala Cheruvu of Maldarkal mandal in Mahabubnagar district, a Central Committee member of CPI (Maoist) and the other was identified as Kanugula Venkataiah (29) alias Prasanna alias Bhujanga Reddy, native of Inapur village in Cheriyal mandal of Warangal district who was a State Committee member of the CPI (Maoist) and a member of its technical wing.

Patel Sudhakar Reddy was involved in a number of sensational murder cases, including that of former Home Minister Alimineti Madava Reddy and senior IPS officers Umesh Chandra and Vyas. He also masterminded the assassination attempts on former Chief Ministers N. Chandrababu Naidu and N. Janardhan Reddy. He played a key role in the police station attacks of Bommala Ramaram, Thirumalagiri, Eragondapalem, Yadagirigutta, Dindi and some other police stations in the State. Role in other States

Mainstream politics not for us, says Koteshwar Rao

This is a rare interview with  Koteshwar Rao, a member of the politburo of the Communist Party of India (Maoist), the party’s  highest decision-making body. He is also head of the party’s guerilla operations in West Bengal, Jharkhand and Orissa.  The original comments on this article said “The 51-year-old Maoist leader refused to be photographed and set his own terms for the meeting. Mint’s reporters were asked to arrive at a school in Chakadoba where they waited for around 5 hours. At around dusk, they were escorted to where Rao was—a clearing in the jungle that was reached after a brisk 30-minute walk. In a conversation that lasted at least 5 hours, Rao, who greeted the reporters with the Maoist “Lal salaam” or red salute, explained the Maoist philosophy. And his group’s ultimate objective.”

The administration alleges that you ambush people and run away—that you don’t have the courage to fight them…

Absolute rubbish—they know we don’t run away, but say so because  they can neither ignore us nor can they fight us. Even on 2 November, when Buddhababu’s (West Bengal chief minister Buddhadeb Bhattacharjee) convoy was attacked, I was within a kilometre of where the blast took place. Huge forces were deployed, the area was combed, but I did not run away. All our comrades in (West) Bengal are sons and daughters of the soil. Where will they run away? For the last five years, I am camping here and helping the organization grow. The Intelligence Branch knows everything. They know what I look like—they even have a picture taken last year. We are not scared of appearing before people. Lakhs of villagers and tribals know what I look like since I interact with them regularly.
