Dang, May 9: Dang-based Maoist ex-combatants who opted for voluntary retirement and youths aligned with Mohan Baidya faction of the Maoist Party on Wednesday threatened to launch revolution against the UCPN (Maoist) Chairman Pushpa Kamal Dahal  and his supporters and also formed the people’s liberation army (PLA)“The PLA has been dissolved but we will launch another revolution yet again,” said Tilak Pun, the Coordinator of People’s Volunteer Bureau (PVB) Dang District Committee. He urged youths and the ex-combatants to join the PVB to fight against Dahal  and his supporters, accusing them of surrendering the PLA in the name of peace process.

Speaking to the same function central member of the PVB and ex-combatant Nep Babadur Kunwar said they were forced to surrender. “In fact, it was dissolution of revolution so we should be prepared to launch a revolution,” said Kunwar.

The gathering decided to form a PVB district committee headed by Pun. The participants said they formed district committee for people’s mobilization to create environment for revolution.”Whatever you name this group, in fact this is a base on which PLA would be formed in coming days,” said a participant.

    Hell ,what’s next ? Now the two groups are going to brand each other ‘reactionary’, ‘anti-revolution’ etc & kill each other ?

    Today, a national gathering of cadres form state committees and above of the “Red Faction” led by Kiran is going on in Kathmandu. The revolutionaries are in serious discussion about the course of Nepalese revolution, its strategy, tactic and organization building. Hence, there is hope that a reorganized party will come out with a revolutionary political line very soon.

    Team Baidya’s planning

    The hard-line faction of the UCPN (Maoist), which is all set to form a “revolutionary” party, has in its plan formation of a new army, parallel government at the local level and united front to “accomplish a people’s revolution” as a long-term strategy. The faction aims to capture the state through a revolt in the long-run.

    The leaders, however, said the new party would not immediately go for armed struggle in view of the existing geo-political situation and international perception of insurgency. They said that the new party would resemble the Maoist party before the signing of the Comprehensive Peace Agreement in 2006.

    The faction has not decided whether to register the new party after the national convention though deliberations have begun on its name. Some leaders have argued that registering the party at the Election Commission would be a reformist agenda. So the faction is unlikely to formally register the party at the EC.

    According to a top hard-line leader, the name of the new party will be “Revolutionary Communist Party of Nepal-Maoist” or Nepal Communist Party Maoist-Revolutionary. “Our ultimate goal is to establish a People’s Republic forming army and parallel government and people’s judiciary at the local level,” said leader Bharat Bam.

    “The gathering in principle will prepare a concept of forming army but it does not mean that we will set up barracks immediately.”

    The faction is also preparing to take to the streets demanding annulment of various treaties and agreements signed with India. “We will strongly raise the issue of Indian interference in Nepal,” said a leader.

    Baidya or Thapa likely as chief of new party

    KATHMANDU, June 17: As the national gathering of the UCPN (Maoist) dissident faction kick-started at Baudha, Kathmandu on Saturday, top leaders from the faction were already starting discussions for electing the chief of the new party that may emerge from the gathering.

    Those privy to the development said the leaders are mulling two options for electing a new leadership. “If we adopt the policy that “the person that guides the party according to his/her ideology deserves the leadership as well”, we will most likely elect Mohan Baidya as party chairman. Or we may elect Ram Bahadur Thapa as party chief if leaders go for power sharing in the top position,” said the leader, preferring anonymity. Either way, it will be a collective leadership. At present, Baidya is senior vice-chairman of the UCPN (Maoist) and Thapa is general secretary.

    The leaders are mulling over electing Thapa as party chairman only if Baidya prefers to be the new party´s patron. But they are not clear about the authority and jurisdiction of the patron because Baidya still actively leads the dissident faction.

    According to sources, there is a possibility of electing CP Gajurel or Netra Bikram Chand as general secretary. Gurung is a likely candidate for vice-chairman.

    Phampha Bhusal, Hari Bhakta Kandel and Khadga Bahadur Biswakarma are likely names for secretary. But nominations for general secretary, vice-chairperson and secretary will be co-related with the election of the party chairman. If Baidya is elected party patron, the other leaders´ position will be elevated.

    According to leaders involved in discussions, they will go for one-man leadership and centralize powers in the party chairman, if the party cadres demand a purge in party organization. If they go for that option, they will elect Baidya and Thapa as coordinator and co-coordinator respectively.

    “The issue of leadership elections will be floated at the CC meeting. The national gathering and CC meeting will go simultaneously,” said a CC member.

    Addressing the inauguration of the national gathering, Baidya indicated that they are going to form a new party because no alternative was left as “party Chairman Pushpa Kamal Dahal and Vice-chairman Baburam Bhattarai deviated from the party´s revolutionary policy and worked against the country and people.”

    “The party shouldn´t be only for the sake of party. It should be for the country and people. But our party leaders failed to work for people and country. There is no point staying on with them in the name of party unity,” Baidya announced at the function attended by thousands of party representatives from across the country. As Baidya fiercely criticized Dahal and Bhattarai and announced the formation of a new revolutionary party, the ideologically-charged cadres shouted and clapped.

    Secretary CP Gajurel said there was no point keeping party unity intact under Dahal, “under whose leadership both the People´s Liberation Army (PLA) and the Constituent Assembly were dissolved”.

    Similarly, standing committee member Netra Bikram Chand accused Dahal of enjoying a lavish lifestyle and misusing money earned through the party cadres´ sweat and blood.

    “We will face risks to save the party from compradors,” he said, indicating Dahal and Bhattarai as compradors.

    Addressing the program, Jaypuri Gharti Magar, Krishna Dev Singh Danuwar, Eka Raj Bhandari and Suresh Ale Magar also accused Dahal of betraying the dream of the martyrs, the disappeared, the injured and cadres.

    Sonam Sathi´s group joins faction

    Politburo member Sonam Sathi aka Shashi Sherchan and his team also participated in the gathering. Earlier, his group was not close to the Baidya faction.
    Leaders said half a dozen party CC members including Ishwari Bhattarai, Kishan Sharma and Ghana Shyam Sharma Paudyal have joined the Baidya faction.

    KATHMANDU, June 17: The national cadres meet of the dissident faction of UCPN (Maoist) is underway in Boudha for the second day on Sunday.

    At today’s closed door session, party Vice-chairman Mohan Baidya, who leads the faction, presented his document on the party´s political line and Standing Committee (SC) member Dev Gurung on party statute for deliberation.

    In his document, Gurung has proposed the Nepal Communist Party-Maoist (Revolutionary) as the name for the new party. Discussion on both the documents are underway.

    Also, General Secretary Ram Bahadur Thapa is slated to present his document on party organization and Secretary CP Gajurel on contemporary politics.

    Likewise, another SC member Netra Bikram Chand is presenting financial report at the gathering being participated by around 3,000 representatives from across the country.

    The three-day meet is seen with importance as the gathering is said to come up with a decision on whether the faction, which has now long remained at odds with the party establishment, should break away from the party and form a new party.

    It is said the gathering is all set to announce the launch of a new party on Monday after the name is agreed upon. The faction has already turned down party Chairman Pushpa Kamal Dahal´s proposal for party unity.

    Addressing the inaugural session of the meet on Saturday, Baidya had said reasons for the dissidents to stay on in the Maoist party ceased to exist, hinting at the launch of their own party.
