Suresh Kumar: Putting Nepal on the Road to Socialism

On April, the Australian reporter Ben Peterson interviewed Suresh Kumar Ale Magar, a Maoist revolutionary and member of the Constituent Assembly (that is attempting to rewrite the political framework of Nepal). Ben’s reports also apoear on his personal blog Lal Salam–Revolution in the Himalayas.

“New Nepal for us, for Maoists and revolutionaries, means a Nepal on the way to socialism. On the road to socialism. New Democratic Nepal. Of course for other people New Nepal may not mean this. Some want New Nepal to be like what the old Nepal already is. Or other people may say Healthy Nepal or Democratised Nepal but not a Nepal that is on the road to socialism.”

“Until now we have taken government, but state powers are not in our hand and this problem has to be rectified. The revolution has not been completed, it continues, but of course as the revolution is completed a new kind of economy will be here on top of the world. A new economy will exist or there can be no victory in Nepal without that.”

With boundless joy, we celebrate the 40th anniversary of the establishment of the New People’s Army (NPA) on March 29 under the absolute leadership of the Communist Party of the Philippines (CPP). Since then, the NPA has won great victories in the Filipino people’s revolutionary struggle for national liberation and democracy through protracted people’s war against US imperialism and the local exploiting classes of big compradors and landlords.

We congratulate all the Red commanders and fighters, the Party cadres and members in the NPA and the broad masses of the people for their accumulated and current victories. We render the highest tribute to our revolutionary martyrs and heroes. Our high revolutionary principles, courage, perseverance, hard work, fierce struggle and sacrifices have won us our victories since the establishment of the Party and the NPA.

The NPA stands today as the largest revolutionary army built by the Filipino people nationwide. It is larger and stronger than the Philippine revolutionary army that fought Spanish colonialism from 1896 to 1898 and against US imperialism from 1899 onward. It is also larger and stronger than the People’s Liberation Army against Japan from 1942-45 and the People’s Liberation Army from 1949 onward.

Red Star: Building a Socialism-Oriented Constitution

Socialism-oriented Constitution

Constitution Advisory Committee of Unified CPN-Maoist has publicized its pro-people constitution; the “Constitution of Republic Nepal -2009”. The model draft has been publicized by the chief of the Constitution Advisory building Committee, Dr. Baburam Bhattarai, the senior leader of Unified CPN-Maoist and Finance Minister.

In the preliminary outline of would be new constitution, CPN Maoist has given emphasis on the content and aspiration of the historic People’s Movements Since 1951 to the 12-point understanding and the declaration of Republic in its preamble. The preamble of the constitution further reads, “The historic responsibility is to end the semi-feudal and semi-colonial structure and to institutionalize the socialism-oriented People’s Federal Democratic National Republic of Nepal.”

The party fully commits for the protection of national sovereignty, territorial integrity, independency, freedom and national unity with the objective to build prosperous and dignified new Nepal. The constitution accepts the value that the people: peasants, workers toiling people: are the only motive force of the society. The preamble gives emphasis on ‘the necessity of addressing the majority of the oppressed and exploited caste, region, gender and community strtegiclly.’

The constitution has adapted the necessity of the policies and programs of the right of self-determination of oppressed caste/nationalities and regions of Himalaya, hill, valley and Terai Region.

The constitution clearly states that Unified CPN Maoist party is committed to follow competitive multiparty democratic state power, Civil Freedom, fundamental right, human right, voting right, periodical election, press freedom, independent and efficient judiciary and rule of law. The party guarantees the proportional and inclusive representation of all the class, caste, region, gender and community.

The abovementioned are the main salient features of the constitution. The system will be presidential and Prime Minister will have limit rights including administrative. The fame of the People’s Republic will be federal with the right of self-determination on the basis of caste and regional autonomy.

The pro-imperialism and pro-feudalism political parties will not be allowed to contest under the people’s federal state power. To guarantee the security and protecting of state and its people, the youth over 18 years will be given compulsory training.
